The Teaching of Hate in Jordan

Surveys show that Jordan is one of the most antisemitic countries in the world. The teaching of antisemitism in Jordanian school textbooks helps explain why.

Jordan enjoys an enviable reputation as a moderate state at peace with Israel, though it has always been clear that the peace is a cold one. Jordanians appear to have extremely negative views of Israel and of Jews.

There can be many explanations for this, including the steady diet of anti-Israel propaganda on Al Jazeera. But it would be a mistake to overlook one critical explanation: Jordanians are taught to feel hatred and contempt for Jews and Israelis in their own schools.

In his remarks to the UN General Assembly on September 23rd, King Abdullah II said that “In Jordan, we are determined to work for a world in which people are secure in their homes, are safe to practice their faiths, and are able to live and thrive in dignity.” And he bemoaned the fact that “Repeated wars are teaching generations of Israelis and Palestinians that their only recourse….is the gun.”

As usual, the King’s remarks said almost nothing about the situation in Jordan—a state with many deep economic and political problems—and focused instead on the Israeli-Palestinian conflict. But whatever “Repeated wars are teaching generations of Israelis and Palestinians,” it is his own educational system that is teaching generations of Jordanians hatred and contempt.

IMPACT-se, the invaluable organization that reviews textbooks through the world, examined Jordanian texts again this year, and the results are alarming and for many people will be unexpected.

Here is how IMPACT-se explains its task:

Curricula often reveal the contours of a nation’s self-perception, understanding of the “Other” and general future direction of the country. Thus, a curriculum functions as a lens through which national intentions are reflected. IMPACT-se assesses national curricula by analyzing as many textbooks as possible, using international standards based on UNESCO and UN declarations, as well as other documents on peace and tolerance in education.

Jordan has undertaken a major text renewal in the last two school years, replacing 88 textbooks. But here are some examples of what remains, taken from Falling Short: Review of Jordanian Textbooks for 2024-2025.

- A Grade 12 History textbook openly attacks Jewish historical and religious claims to Jerusalem, characterizing them as having “no basis in reality.” Students are also taught “The Israeli Occupation adopts policies aimed at Judaizing Jerusalem's heritage and controlling its lands by claiming that these were archaeological excavations….They try to connect everything discovered with forged Talmudic narratives of the city's history, an attempt by the Occupation's authorities to claim they have extended historical roots in Jerusalem and Palestine.” Twelfth graders are also taught that the religious significance of the Western Wall to Jews is “the Zionists’ false claim.”

-Twelfth grade students are taught that “The Zionist Movement is a colonialist, racist political movement, aimed at establishing a national homeland for the Jews in Palestine, based on completely unfounded historical claims.” Eleventh graders are told this about Zionism: “The greedy colonial ambitions for the Arab lands go back to ancient times. The greedy ambitions took the form of a racist political movement, which is the Zionist movement.”

- Students are taught that “treachery and violation of agreements are some of the traits of the Jews and their natural qualities.”  An Islamic Education textbook includes a section titled “The Jews' Betrayal” which teaches that “the Jews” betrayed the Prophet Muhammad despite his positive treatment of them. The textbook then asks students to “explain the Jews' stance regarding agreements and treaties,” portraying Jews as treacherous and untrustworthy.

- Here is what 10th graders are taught about the Hamas massacres of October 7, 2023: “Israel ignored the repeated UN Security Council resolutions, refused to withdraw from the occupied Arab lands, and continued to oppress the Arab Palestinian people, commit massacres against them day after day, and attack Al-Aqsa Mosque. This led the Palestinian resistance movement in Gaza to invade the Israeli colonies which surround the Gaza Strip on October 7th, 2023, and to take captive numerous Israeli settlers and soldiers.” It’s worth noting that this passage refers to Israelis living in “Green Line Israel” as settlers. In other words all of Israel is an illegal settlement that must be uprooted.

-Geography and Social Studies textbooks identify all the territory of Israel as part of “Palestine” on maps. There is no “Israel” in these textbooks.

-A text on the “History of Jordan” refers to Jordan’s 1994 peace treaty with Israel as  a peace treaty with “the state of the Israeli Occupation.”

IMPACT-se also reports on objectionable passages from previous texts that have been removed in the new textbooks, as well as passages that do promote tolerance. But the examples here, and the many more in its full report, suggest that Jordan has a long way to go before it reaches the levels achieved, for example, by the United Arab Emirates in teaching peace and tolerance to its next generation.

So when we read about the “cold peace” and see awful survey results in Jordan, we must understand what Jordanian children are being taught. Polls earlier this year found that 76% of Jordanians opposed any humanitarian aid to Israel in case of an earthquake or natural disaster there; 60% view the firing of missiles into Israel by Hamas “positively” or “somewhat positively;” only 12% view the Abraham Accords positively. A 2022 survey found that 94% of Jordanians oppose recognition of Israel. Many studies going back decades have found Jordan to be one of the most antisemitic countries in the world. None of this is going to change while Jordanian children are being indoctrinated in the hatred of Israel and of Jews, and lied to about Jewish history in Jerusalem. If the King really believes that “In Jordan, we are determined to work for a world in which people are secure in their homes, are safe to practice their faiths, and are able to live and thrive in dignity,” the place for him to start is not in the denunciation of Israel but at home, in his own schools.
